The main floors of the project are organized around the great central void. Where two lower floors contain the artistic and citizen program, while two upper floors concentrate the administrative program corresponding to the ministry.
The protagonist of the void is the main staircase, linking the public administration with the citizens as a bridge. Reinterpreted as the place of cultural confluence where "public administration and citizenship" can meet, talk, relax, read and rest.
